And the printed tickets say 1pm, as does the online Bradley Ticket Account Manager (which interestingly is part of Ticketmaster), while, as you noted, the regular Ticketmaster page shows 7pm.
It's hard to say why there is a discrepancy or why the time might possibly have been changed. There are no other events scheduled that day in the Carver Arena. The Rivermen are playing a road game that night.

None of the MVC TV broadcast affiliations show a game being televised that date, so it doesn't appear to be due to a broadcast TV commitment.

I would tend to think 1 pm is the more likely correct time, since it is on the teams' schedule pages and on ESPN+ at that time. However, I don't know for sure, nor why it would have been changed. If you are planning a trip, I'd suggest calling the athletic department office or the Civic Center office to verify the game time.
