Phillips averages 18.2 ppg, 4 assists and 3.1 rebounds this past season while shooting 43% (105-243) from three-point range.

No, they, like all NCAA D1 teams can only have 13 scholarship players. But they can continue to recruit, assuming the scholarship they offered this new recruit will come from someone currently on scholarship who must be leaving.
