That is not actually a "Downstate Top 10 List", it is Sun Times' Joe Henricksen's Top 10 rom the entire state of Illinois for 2019, which happens to be populated by 4 downstate kids. He ranks the 4 downstate kids #1, #2, #4, and #5 in the state for 2019-
