What about Josh Steel? He plays for Medway Park and is their leading scorer? From reading about the English leagues on Hoopsfix.com (website dedicated to basketball in England), he may be among the best of group of amateur players over there who are D1 college-ready.
It depends on which country his high school credits and transcripts are coming from. I don't think the NCAA generally has problems with kids from Great Britain, where transcripts are easily documented. Other countries, especially African countries, the NCAA is a lot more skeptical.
