Conference Power Rankings?

Go to realtimerpi.com and click on conference rpi. The Valley is 4th. Then click on "conference power rankings" and the Valley drops to 7th with the Big East, Big Ten and Big 12 going around the Valley. I could not find how this is calculated. It must have been edited by Billy Packer or the Valley has not broken this code!
 
It's probably a reflection of Pomeroy's ranking (which uses the Gausian method), where the Valley is rated 7th.

In the Sagarin, the MVC is 5th.
 
RealtimeRPI has the explanation below for their Power Ratings. Scroll down to the 2nd half of the page.-

It considers additional factors that the RPI does not include such as winning margin. And they put greater weight on recent games than on early season games. And they include this caveat--
Our power rating system is consistently fine-tuned in order to achieve the best results.

Which means they can fudge things to their own pleasure, I guess, just so the numbers turn out like they want.
I wish I could do that with my IRS forms!
