They have existed since 1889, but the incoming class of 2021-22 will be the first class to include men and the 2021-22 men's basketball team will also be its first.

.... It appears the intra-conference transfer rule was amended in June, 2014, and the penalty is now sitting out 1 year (see 4.2.3)-

4.2.3 Eligibility. Unless a waiver or appeal is granted, a student-athlete who has triggered the application of the intra-conference transfer rule may not compete in any sport at the certifying institution until after that student-athlete has served a one-year residence requirement from the official date of transfer

...it seems this newer rule may still require the transferring athlete to sit out a year. I guess we'll see in the case of Donovan Clay.

Todd Hefferman, the beat writer for Southern Illinois, reports that just this month, the Missouri Valley voted to toss out their rule (see above) requiring players who transfer from one MVC school to another MVC school to sit out a year. So now there is officially no penalty for such intra-conference transfers.
This allows former Valparaiso player Donovan Clay to play this coming season for Missouri State without sitting out or requesting a waiver.

It is not updated yet to show incoming freshmen Connor Enright and Tucker DeVries, or grad-transfer Ayo Akinwole. And, it shows three of their seniors have opted to return for 2021-22 including Tremell Murphy, ShanQuan Hemphill, and Jonah Jackson.
However, one other senior apparently is not returning. Noah Thomas was a regular in their guard rotation for his first 3 seasons at Drake (2017-18, 2018-19, and 2019-20), but opted out in 2020-21 and did not play. He would have been eligible to return for an extra year in 2021-22, but he's not on their roster. Further evidence that he as left Drake is in this brief video just posted by Drake announcing the uniform numbers of their new players. Note that Akin Akinwole is #14. That was Noah Thomas' old number.

Evansville's Sam Cunliffe opted out and did not play last season for the Aces, then entered his name for the 2021 NBA Draft.
Today he says he is remaining in the draft and not returning to UE.

Cunliffe had an atypical college career, most because of bad choices. He was a highly rated recruit in 2016 (4-stars) and committed to Arizona State out of high school. He was an immediate contributor at ASU in the 2016-17 season, but clashed with Head Coach Bobby Hurley and left school after starting and playing the first 10 games. He transferred to Kansas at the semester break of his freshman year, and became eligible in the 2nd semester of 2017-18. He played in 15 games at Kansas in 2018, but he played only about 5 minutes per game for a loaded KU team. So, he left Kansas after the 2017-18 season, and transferred to Evansville. He sat out the entire 2018-19 season and played in 2019-20 for the Aces. He played a lot for Walter McCarty in 2018-19, but then McCarty was removed halfway through the season, and his playing time dwindled under Todd Lickliter. He opted out last season, but because of the new NCAA rule, he would have 1 more season of eligibility this year if he returned to UE. But I suspect he burned that bridge, too, and if he transferred again, he'd likely have to sit out another year and lose whatever eligibility he has left. I do not think his decision not to return to Evansville surprises anyone. I don't see any chance of him getting drafted, so good luck finding a job overseas.
 
Keith Fisher III initially committed to UTEP, but after their coaching change, he switched and has now committed to Pepperdine.

Former ISU player Keith Fisher III is now a starter as a grad student for Pepperdine.
Pepperdine did something a bit unusual last night, they played an exhibition game on the road at Point Loma Nazarene University, a small private Christian Division II school in San Diego.
It turned out maybe it was a mistake. PLNU is a pretty good D2 team, and they immediately ran out to a 14-0 lead, stretched their lead to as many as 29 points, never were threatened, and easily clobbered Pepperdine by 27 points, 77-50.

Keith Fisher III was Pepperdine's leading scorer and rebounder with 14 points, 9 rebounds. He was 3-5 from three. The rest of the Pepperdine team shot poorly, 1-16 from three, and PLNU forced 20 turnovers to dominate from start to finish.
