If it is going unused and can be used to provide a years worth of free education for one of the athletes on the team, then there really should be no reason to not give the one year ride to a walk on.

I think a scholarship is too valuable to let sit idle. And there is no guarantee we will get the kids we're after for 2008 anyway. Some have already committed elsewhere like Freundt, and others are now above Bradley. I'd use the scholarship now for a juco who will help.

But recall that DeAaron was a qualifier out of high school. Therefore, he does not need to graduate from a juco (the way Lance Stemler was able to transfer to Bradley without graduating from SWIC). So he should be able to transfer to Bradley at any time if the NCAA rules were the only ones that were relevant here.
But each college has it's own different admission requirements. When DeAaron tried to transfer to Bradley in January of 2006, he didn't meet Bradley's admission requirements. He was denied admission then. So he went to ICC to try to get enough of the acceptable credits that would allow him to transfer to Bradley in good standing. But from what I have heard, the staff at Bradley believes that even with completing the summer work he has lined up, he still will not meet admission requirements to Bradley. It is immaterial whether he gets his degree if he cannot get accepted to Bradley. He may still be eligible at another school, though.
I was wondering if the scholie offer for one year would actually hurt in future years.
