Yes, if and when NCAA schools split into a Major division and a mid-major division, this might turn out to be the distinction. The top division will treat athletes as professionals/employees, and will rake in big bucks. And there will be a lower division, which would be for the amateurs/non-employees.
I hope these changes don't happen in my lifetime, because it will destroy any interest I have in college sports.
